Special Education Law: 13 Categories of IDEA Eligibility
DESCRIPTION
The EAB-2026-013 Special Education Law: 13 Categories of IDEA Eligibility course provides educators and educational professionals with a comprehensive understanding of the federal legal requirements governing eligibility for special education services under the Individuals with Disabilities Education Act (IDEA). Participants will examine the legislative history and purpose of IDEA, the requirements of Part B and Part C, and the legal definitions, eligibility criteria, and educational implications associated with each of the thirteen disability categories recognized under federal law. The course emphasizes the legal responsibilities of Local Education Agencies (LEAs), multidisciplinary evaluation teams, and Admission, Review, and Dismissal (ARD) Committees in determining eligibility for special education services.
Participants will explore evidence-based evaluation practices, federal and Texas compliance requirements, procedural safeguards, and educational planning designed to ensure that students with disabilities receive a Free Appropriate Public Education (FAPE) in the Least Restrictive Environment (LRE).

Upon successful completion of EAB-2026-013: Special Education Law: 13 Categories of IDEA Eligibility, participants will be able to:
Learning Objective #1 – Recall Recall and explain the history, purpose, major principles, and legal requirements of the Individuals with Disabilities Education Act (IDEA), including the provisions of Part B and Part C, as they relate to the delivery of special education and related services.
Learning Objective #2 – Understanding Describe and differentiate the thirteen disability categories recognized under IDEA by explaining the federal legal definitions, eligibility criteria, disability characteristics, and educational implications associated with each disability category.
Learning Objective #3 – Analysis Analyze multidisciplinary evaluation data, legal documentation, and eligibility criteria to determine how the Admission, Review, and Dismissal (ARD) Committee makes legally compliant decisions regarding a student's eligibility for special education services.
Learning Objective #4 – Application Apply the requirements of IDEA and Texas special education law to educational case studies by recommending legally compliant eligibility decisions, appropriate educational supports, and related services that ensure students receive a Free Appropriate Public Education (FAPE) in the Least Restrictive Environment (LRE).
