Dr. Jeanne M. Hines PhD., LSSP is the Founder/CEO of Special Education Compliance and Training LLC and the online school Special Education Training Center. She has over 20 years of experience working with children and adults who apply for and receive special education services in public school, higher education, residential and state prisons correctional settings. Her dissertation, which was published and conferred was titled, “A Quasi-Experimental Study: Head Start Preschoolers Cognitive Development as Assessed by the Learning Accomplishment Profile – Diagnostic” and focused on preschooler’s cognitive abilities. Dr. Hines completed her year fellowship in 2022 as a Provisionally Licensed Psychologist (PLP) at the Ludden Group in Round Rock, Texas. Conducting mental health evaluations for adults and children who have applied for disability benefits through the Social Security Administration. She attended Houston Baptist University in 2015 to complete her re-specialization as a Licensed Specialist in School Psychology (LSSP). While attending Houston Baptist University, Dr. Hines completed her LSSP internship with the Texas Department of Criminal Justice – Windham ISD, and LaMarque Independent School District. Working with inmates who received special education services throughout the State of Texas prison system and public-school students enrolled at LaMarque ISD. She has conducted evaluations for various disabilities such as Autism Spectrum Disorder, Emotional Disturbance, Conduct Disorder, and Specific Learning Disabilities. While attending Prairie View A&M University in 1998, Dr. Hines received a Master of Arts in School Counseling. Her practicum was held at the Texas Department of Criminal Justice Mark W. Stiles Unit maximum-security prison for male inmates. For her undergraduate studies in 1997, Dr. Hines attended Lamar University Beaumont and received a Bachelor of Applied Arts & Science minoring in History & Psychology. In 1996, she graduated from Lamar University Port Arthur receiving an Associate Degree in Substance Abuse Counseling. Her practicum was held at Mental Health Mental Retardation (MHMR) in Beaumont, Texas.
Dr. Hines is licensed through the Texas Behavioral Health Executive Council (TBHEC) – Texas State Board of Examiners of Psychologists (TSBEP) . Dr. Hines is a Licensed Specialist in School Psychologists and is pursuing her license as a Licensed Psychologist to move from Provisional Licensed Psychologists status. In addition to the TSBEP, she is certified by the Texas Education Agency State Board for Educator Certification certified in the following areas:1. Principal EC-12th Grades, 2. Educational Diagnostician EC- 12th Grades, 3. Special Education Counselor EC-12th Grades, 4. School Counselor – EC-12th Grades, 5. Special Education Teacher EC-12th Grades, 6. History Teacher 8th -12th Grades and 7. Vocational Trades & Industry Pre-Employment CAVE/VEH 6th -12th Grades. Administrative Certifications to Evaluate Campus Administrative Staff: 1. Professional Development & Appraisal System (PDAS) for Administrative & Principal Appraisal, and 2. Instructional Leadership Development (ILD) GRAND CANYON UNIVERSITY: Dr. Hines is a Senior Adjunct Professor for Grand Canyon University and, a Dissertation Content Expert for special education, statistics, and archival data. As a member of the GCU Dissertation Committee and GCU University Faculty Advisory Board, Dr. Hines has been part of the following Dissertation Committees formerly Ph.D. FAYETTEVILLE STATE UNIVERSITY - FOUNDING EDITORIAL BOARD - JOURNAL OF RESEARCH INITIATIVES (JRI) Dr. Hines a member of the Founding Editorial Board for the Fayetteville State University's Journal of Research Initiatives (JRI).
