DESCRIPTION:

Today’s eLearning course will focus on the “13 Eligibilities for Special Education Services Under IDEA “, the Education for All Handicapped Children Act, Individuals with Disabilities Educational Act (IDEA), and Every Student Succeeds Act, procedures for evaluating, determining eligibility, and qualified assessment professionals. Education for All Handicapped Children Act – Public Law 94-142 was passed in Congress in 1975. The purpose of this Act was to provide rules and regulations for public schools receiving federal funds to implement equal access for children diagnosed with physical and mental disabilities, including one meal per day. On the other hand, the Individuals with Disabilities Educational Act (IDEA) Public Law 94-142 required all schools to provide special education students with a Free Appropriate Public Education, ensure all special education and related services are provided, have programs in place for early intervention, and meet the needs of special education and related services.

Dr. Jeanne M. Hines PhD., LSSP is the Founder/CEO of Special Education Compliance and Training LLC and the online school Special Education Training Center. She has over 20 years of experience working with children and adults who apply for and receive special education services in public school, higher education, residential and state prisons correctional settings. Her dissertation, which was published and conferred was titled, “A Quasi-Experimental Study: Head Start Preschoolers Cognitive Development as Assessed by the Learning Accomplishment Profile – Diagnostic” and focused on preschooler’s cognitive abilities. Dr. Hines completed her year fellowship in 2022 as a Provisionally Licensed Psychologist (PLP) at the Ludden Group in Round Rock, Texas. Conducting mental health evaluations for adults and children who have applied for disability benefits through the Social Security Administration. She attended Houston Baptist University in 2015 to complete her re-specialization as a Licensed Specialist in School Psychology (LSSP). While attending Houston Baptist University, Dr. Hines completed her LSSP internship with the Texas Department of Criminal Justice – Windham ISD, and LaMarque Independent School District. Working with inmates who received special education services throughout the State of Texas prison system and public-school students enrolled at LaMarque ISD. She has conducted evaluations for various disabilities such as Autism Spectrum Disorder, Emotional Disturbance, Conduct Disorder, and Specific Learning Disabilities. While attending Prairie View A&M University in 1998, Dr. Hines received a Master of Arts in School Counseling. Her practicum was held at the Texas Department of Criminal Justice Mark W. Stiles Unit maximum-security prison for male inmates. For her undergraduate studies in 1997, Dr. Hines attended Lamar University Beaumont and received a Bachelor of Applied Arts & Science minoring in History & Psychology. In 1996, she graduated from Lamar University Port Arthur receiving an Associate Degree in Substance Abuse Counseling. Her practicum was held at Mental Health Mental Retardation (MHMR) in Beaumont, Texas.

Dr. Hines is licensed through the Texas Behavioral Health Executive Council (TBHEC) – Texas State Board of Examiners of Psychologists (TSBEP) . Dr. Hines is a Licensed Specialist in School Psychologists and is pursuing her license as a Licensed Psychologist to move from Provisional Licensed Psychologists status. In addition to the TSBEP, she is certified by the Texas Education Agency State Board for Educator Certification certified in the following areas:1. Principal EC-12th Grades, 2. Educational Diagnostician EC- 12th Grades, 3. Special Education Counselor EC-12th Grades, 4. School Counselor – EC-12th Grades, 5. Special Education Teacher EC-12th Grades, 6. History Teacher 8th -12th Grades and 7. Vocational Trades & Industry Pre-Employment CAVE/VEH 6th -12th Grades. Administrative Certifications to Evaluate Campus Administrative Staff: 1. Professional Development & Appraisal System (PDAS) for Administrative & Principal Appraisal, and 2. Instructional Leadership Development (ILD) GRAND CANYON UNIVERSITY: Dr. Hines is a Senior Adjunct Professor for Grand Canyon University and, a Dissertation Content Expert for special education, statistics, and archival data. SETCs eLearning courses, Master Trainer-of-Trainer program, the Reteach Series, and the face-to-face training is based on the instructional design ADDIE Model. Course Content Disclosure

Special Education Compliance and Training LLC (SECT-LLC) has created, developed, researched, launched, and patented a licensed technology trademarked and/or copyrighted SETC-LLC logo, eLearning courses, the Master Trainer-of-Trainer program, Reteach Series, special education quick notes "Share What You Know", and face-to-face training because there are no other like-kind product that pertains to the effective and safe use of the asynchronous and synchronous learning occurring in different contexts on the online school Special Education Training Center and it's SETC's logo.

Grievance

eLearners are encouraged to always communicate their concerns to Special Education Training Center at the following email [email protected].
If a situation arises that the eLearner must file a compliant, please follow the "Grievance Policy" provided below.
The eLearner must adhere to the following procedure:
1. Within 24 hours of the incident the eLearner must send their compliant in writing to [email protected]
2. The eLearner complaint must be detailed about the incident, name of the eLearning course or Master Trainer-of-Trainer program, Reteach Series or fact-to-face training, date of training, date training paid, supporting documentation of the incident, the specific reason for the compliant and how you would like the incident to be resolved.
3. Within in 5-10 business days, the eLearner will be provided a response to the compliant and how the issue will be resolved. If Special Education Compliance and Training LLC is found to be in error then the issue will be resolved by providing the eLearner with a refund of their money. If the incident occurred during a Master Trainer-of-Trainer program, Reteach Series or face-to-face training then 10% of the total amount of the training will be refunded.
4. No refunds will be given if the eLearning course, Master Trainer-of-Trainer program, Reteach Series, and/or face-to-face training was discounted. The eLearner will be provided instead one free eLearner course or a 20% discount on Master Trainer-of-Trainer program or Reteach Series or face-to-face training.
5. It is the eLearner's responsibility to read the SETC's Terms of Use and Conditions and other policies and procedures.

Continue Education/Professional Development

Special Education Compliance and Training LLC through it's web-based online Special Education Training Center is approved by the Texas Education Agency (TEA) and the American Speech Language-Pathologists Association (ASHA) to offer Continued Education/Professional Development/ ASHA CEUs to our targeted audience.
TEA and ASHA requires the eLearners to complete all eLearning courses, the Master Trainer-of-Trainer program, Reteach Series, and face-to-face training enrolled, meet full attendance requirements, active learning and satisfy the requirements for SETC's "Satisfactory Completion Requirements". No partial credit will be given.

Refund Policy

Any cancellation of eLearning course, the Master Trainer-of-Trainer program, Reteach Series, and face-to-face training must be sent to [email protected] no later than 30 calendar days prior to the starting date of the eLearning course, Master Trainer of-Trainer program, Reteach Series, and face-to-face training. A full refund will be given through STRIPE within 30 business days, minus the $30.00 process fee. If the cancelation is not received within the 30 calendar days then only 25% of the money will be refunded.

If the eLearning course, the Master Trainer-of-Trainer program, Reteach Series, and face-to-face has been specifically created for an individual and/or a business entity or school system then 15% of the purchase price will be refunded and minus the $500.00 processing fee.

No refund/s will be given on the starting date or after the starting date of the eLearning course, the Master Trainer-of-Trainer program, Reteach Series, and face-to-face training.

None of SETC's training is transferable to any other type of training.
NO REFUND will be given if the eLearner has opened and/or started the eLearning course, the Master Trainer-of-Trainer program, Reteach Series, and face-to-face training.

Nonattendance: No refunds will be given for nonattendance of any eLearning course, the Master Trainer-of-Trainer program, Reteach Series and face-to-face training.

Active Learning

SETC defines CE/PD/ASHA CEUs hours as the time spent by the eLearners being in "Active Learning" and meeting the Satisfactory Completion Requirements. Active learning is defined as the actual time spent learning relevant information for the desired outcome/s to achieve CE/PD/ASHA CEUs. Our learning management system (LMS) tracks CE/PD/ASHA CEUs certifications, and engagement in eLearning course/s, the Master Trainer-of-Trainer program, Reteach Series, special education quick notes "Share What You Know" and face-to-face training. All eLearners must enroll through Special Education Training Center's website not matter which type of training the eLearner has enrolled in. The LMS tracks sign-in/sign-out, enrollment, core information such as degrees and professional associations, viewing of videos, passing rate of the eLearning Course Questionnaire, Certification Exam, and issuance of the Certificate of Attendance. The eLearners data will be retained for 5 years.

Special Education is an approved provider for the following state agencies, and associations:

Note: The eLearning course/s, the Master Trainer-of-Trainer program, Reteach Series, special education quick notes "Share What You Know" and face-to-face training is intended for educational purposes only. It is the eLearners responsibility to check with their Board/Agency when determining whether the eLearning course/s, the Master Trainer-of-Trainer program, Reteach Series, and face-to-face training supports their Board/Agency's professional development/continue education/ASHA CEUs hour/s for license/s and/or certification/s requirements.

Satisfactory Completion Requirements

All Special Education Training Center’s eLearners must register/enroll and meet the satisfaction completion requirements to receive their certificate of completion.
Registration must be done through SETC’s website 5 days prior to the eLearning course, the Master Trainer-of-Trainer program, Reteach Series, and face-to-face training starting date.

The “Satisfactory Completion Requirements” are:
1. FULL ATTENDANCE, Full attendance of the eLearning course/s, the Master Trainer-of-Trainer program, Reteach Series, and/or face-to-face training is mandatory. NO PARTIAL CREDIT will be given.
2.E-LEARNING COURSE QUESTIONNAIRE:
At the end of the eLearning course/s, the Master Trainer-of-Trainer program, Reteach Series and/or face-to-face training, all eLearners must complete the “eLearning Survey Questionnaire" before taking the certification examination. The purpose of the survey is to gain valuable information about the eLearning course/s. the Master Trainer-of-Trainer program, Reteach Series and face-to-face training overall presentation and desired outcomes, to support all our eLearners continuing education/professional development, and ASHA CEUs needs.
3.CERTIFICATION EXAMINATION
The “Certification Examination” is about 45 minutes and allows the eLearner unlimited attempts to pass the certification examination. eLearners must pass the certification examination at 100%.
4. CERTIFICATE OF COMPLETION The “Certificate of Completion” will be awarded to the eLearners when the certification examination is passed at 100%.

Our learning management system (LMS) verifies eLearners attendance through sign/in and sign/out of the LMS, eLearners engagements with modules, viewing of videos, completing activities, taking the eLearning course questionnaire, active engagement, meet the requirements of "Satisfactory Completion Requirements" completion of the certification examination and the award of the Certificate of Attendance.

Tracking eLeraners Registration:All eLearners must register/enroll through SETC’s website 5 days prior to the eLearning course, the Master Trainer-of-Trainer program, Reteach Series, and face-to-face starting date.5 days prior to the eLearning course, the Master Trainer-of-Trainer program, Reteach Series, and face-to-face starting date.Registration questions are designed specifically to gather not only data but to track the eLearners participation in the eLearning course, the Master-Trainer-of-Trainer program, Reteach Series, and face-to-face training.
SETC’s Learning Management System (LMS):
Our learning management system (LMS) tracks eLearners signing in and out of SETC, tracks moving through each of the eLearning course sections, tracks pre-test and post-test, course progress, tracks when the specific time spent in the eLearning course, and completion of the eLearning survey questionnaire, certification examination, and the issuing of the certificate of attendance.
